Complaint Details
This is a complaint against Deccan Consulting Engineers Pvt. Ltd. Delhi (Director: Mr. Hari Prakash) about their denial to pay for services rendered to them by me (Prithvi Singh Kandhal). The facts are as follows:
Mr. Hari Prakash contacted me on 07/03/2016 via email. He stated “I am doing an environmental assessment study of an underground cabling project in Andhra Pradesh”. It was apparent from that statement that he already had the environmental assessment study project funded by the World Bank in Vishakhapatnam, Andhra Pradesh. This project involved shifting the overhead electric lines underneath the streets because the region is prone to cyclones. For this, trenches had to be dug up on asphalt paved streets. Rather than wasting the excavated asphalt he liked to recycle it and place it back in the trenches while refilling from environmental considerations. Therefore, he sought my technical assistance because of my expertise in asphalt recycling.
I agreed and via email dated 08/03/2016 informed Mr. Prakash that my daily consulting charges are $ 1,000 (about Rs. 65,000) per day. Based on Mr. Prakash’s request, I prepared asphalt recycling work plan specifically for this Vishakhapatnam project which required 2 days’ work. The detailed work plan was submitted by me to Mr. Prakash via email on 18/03/2016.
Later, I requested Mr. Prakash via email dated 08/08/2016 to pay Rs. 1,33,000 due to me for 2 days work in preparing the detailed work plan for recycling asphalt to be excavated in Vishakhapatnam. Surprisingly, Mr. Prakash via his email dated 23/08/2016 declined to pay for the service rendered to Deccan Consulting Engineers by me. He gave the reason that his “client” did not accept the idea of asphalt recycling. Had I known that the payment of my technical services to Deccan Consulting Engineers was subject to acceptance of my work plan by Deccan’s “client” I would not have spent even one hour on this project. After all I am not an employee of Deccan Consulting Engineers.
On 25/08/2016 I wrote a letter to Mr. Hari Prakash of Deccan Consulting Engineers to pay me Rs. 1,33,000 on or before 7 September 2016 otherwise I will be compelled to file a complaint. That date has already passed and therefore I am filing this complaint to your office. Please resolve it by asking Deccan Consulting Engineers to pay me my dues as soon as possible.
