I shopped from Reliance trends worth Rs 3198/- and I was given carry bag at Rs. 7. When we mentioned that the recent policy released by govt says clearly that consumer should not be charged, they said "you can go ahead & complaint". There is so much arrogance & they feel consumers are ignorant and will not take any step. It is extremely important that all such retailers realize that consumers are not ignorant of their rights.
I am attaching the complete bill in 3 parts herewith. For your easy reference, I have marked the 'paper bag' item
