I had a Tata Docomo post paid sim, of account number - 946136139 and mobile number - 8981005866, for which I sent a disconnection request to Tata Docomo customer care, not once but twice. I was told that the number would be disconnected and I would get a verification of the same thereafter. Nothing happened for a long time, and out of the blue on December 17, 2013, I received an email from Mr. Bhaskar Bhattacharya of Tata Docomo informing me that have an outstanding amount of Rs 563/-, threatening me with legal action if I did not pay soon. In a mail was phone number of someone called Madhumita, also of Tata Docomo, the number being 8276906294, who could provide assistance. I promptly called her and upon her request I promptly paid the due amount of Rs563/-; whereupon she informed me that she had sent a cancellation request for my postpaid Tata Docomo mobile number. She also said that some people would call for verification. That call came too, and I told them, that I want to disconnect my number permanently in perfectly clear terms. I was informed again that my number will be disconnected withing 15 days of the disconnection request and that I will be informed of the same.

Imagine my surprise when I see an email from Tata Docomo, billing me Rs 39/- for the same number for which I had requested for a disconnection request. Also today, I received an sms from Tata Docomo saying (and I quote) "Thank you for restoring your faith in us. We look forward to serving you and would like to inform that the disconnection request on 8981005866 number is not processed".

If this is not harassment, I don't know what is! What should I do now? Who should I contact to resolve the issue?
