LPG – ADHHAR RELATED SUBSIDY SCHEME
1. Refer to the Tribune “letters to the editors” dated 28 Jan 14 regarding “LPG – No cash Benefit yet”. The letter states that in the Punjab districts of Una and Hamirpur, where cash transfer of subsidy to Banks was first introduced. People of these districts are running from pillar to post (i.e. from Gas Agencies and Banks) to get subsidy. Both the Gas agencies and Banks are keeping quiet and poor public is being looted.
2. Sir, I had anticipated this problem. Though the Government in due earnestness to help poor from fraud of subsidy had introduced the Adhhar link Bank subsidy, where the subsidy is to be paid to the Bank. However this is working as tool of corruption where Gas agencies do not transfer the subsidy to the bank and the poor consumer runs from pillar to post without any results. I do not understand if the scheme of payment of subsidized amount for 9 cylinders is working fine, why should we force a poor man to open account in bank, the bank to work overtime to maintain these records and overall the Gas Agency will have extra load where with every subsidized cylinder will entail transfer of amount to bank. Also we should realize that it is so very difficult for a poor man to initially pay Rs 1350/- (which may increase in times to come) and then wait for the subsidized amount to be collected from bank. A poor man who is normally on daily wages will land up losing on his daily earning when he keeps making circles of the bank/ Gas Agencies, with no results as these corrupt Gas Agencies will gulp all that subsidy. So the scheme of the Government is helping the corrupt Gas Agency rather than helping the poor man and the public.
3. Sir the answer to this problem is to follow the present scheme and give 9/12 subsidised cylinders to the consumers at the normal subsidized rates and charge them extra if they cross the limit of subsidised quota. Please for GOD sake put a stop to the scheme where the subsidised amount goes to the bank, if implemented this will help the poor in particular and public in general.
4. However if the Government wants to help the corrupt Gas Agencies, increase work for Banks and make the poor loose his daily wages and run in circles from pillar to post (ie Gas Agencies and Bank), then continue with this scheme.
