I had registered myself with IDP Education India Pvt. Ltd. through their web-site for giving the IELTS test on March 15 2014. Also paid the fees with service tax of Rs 9450. The registration was done on Feb 22 2014. As part of requirement I need to have valid passport when I appear for the test on March 15. The passport serves as an identification proof. On March 3, I had gone for re-issue of my passport ( Number F0183885 ) at Rajkot Passport Seva Kendra. The passport authorities put a cancel stamp on my passport. I do not have a new passport as yet . I also have a certificate from the passport authorities for passport cancellation. Using the website of Indian Governments Passport department, it is easy to verify that a new passport has not been issued to me. The passport I have is valid in the sense that it has not expired. Per terms and condition mentioned by IDP Education India Pvt. Ltd. the passport serves as an identification proof. The only thing they mention is that the candidate should be an original valid passport that has not expired when he/she appears at the test venue. Now IDP Education India Pvt. Ltd. is saying that since passport is cancelled, I cannot appear. This means I need to waste my money and re-schedule as they do not provide refund. I am not in a position to fix a date as I do not know when the new passport will arrive I do not buy this logic. For them. the passport is meant to be an identification proof. My passport is valid as it has not expired. Just a cancellation stamp does not come in any way from being not accepted as and identification proof. If I had 2 passport, I should have presented the new one. But since I only have one passport, I should be allowed to appear with that. Rather than examining the situation holistically, the approach they are taking is a bureaucratic one in which only they are right . I can forward you the pdf file that has the terms and conditions.
