I see issue with BLS BILL Generation.

1. Negative balance amount is not applied corretly, it will have impact to millions of customers

2. ITEMISED BILL IS NOT generated, customer has no visibility of how the amount was charged, company might overcharged customer,It shows only amount not on how the useage spent
