ihave baught a ready-to-occupy flat in a bldg,in which many people were already staying.But the builder has obtained proper occupation certifiate only after July 2011.When i purchased my flat i have paid in one lump-sum after initial payment.Can he charge MVAT on my flat because it was not under constrution,although he added more flats afterwards.FSU38
