To Estate officer Cidco Vashi, Estate officer Cidco Belapur, MD Cidco Belapur.

We own a Row House in Vashi is owned by my son my wife.
On 3rd January 2013, I approached CIDCO office in Vashi, to add my name as a co-owner of the house.
I am the bonafide Power of Attorney holder' for my son and my wife. As per Cidco rules we were asked to submit an affidavit on Rs 100 stamp paper signed by my son and wife who are co-owners in the said property giving their consent to add my name and having done so, I thought I had fulfilled what was asked and expected my name to be added but alas, that was not to be. The lady in charge looked at the documents and decided this was not enough and rejected it straightaway and asked us to submit the request on plain paper. Apparently, she found the request on plain paper to be more valid than an registered affidavit. Now this was ridiculous but we fulfilled her request and submitted the application on plain paper and expected my name to be added. But what do you think happened? Please read on. It is interesting.
The lady in charge refused to accept my application after showing a file on a demand notice from Central Excise Department owned by me.
I told her that I am not the owner of the Row house and rushed to my Bank and asked them to dig out past records and quickly produced the letter from Bank that showed the clearance of the entire amount. I thought the problem would be solved and my name added. But do you know what?? By now you would have got the drift!!
Now, she changed tune and declared that the house file itself was missing from the CIDCO office for more than a month. They searched for the file frantically but with no result.
Now I realised that I was being harassed unduly and decided to seek external help.
I handed the case over to our advocate who accepted my case but kept telling me the same thing that the file was missing from the CIDCO office.
By now, this lady got transferred but the file still remained untraceable. Every time I call, the Estate Officer, he keeps telling me that he has ordered his staff to search for the file and the harassment continues to date.
What I still cannot figure out is why I am not allowed to add my name in a property that is legally ours, despite producing all the relevant papers.
I am a Senior, aged 80 years and cannot frequent many trips from Bangalore to Mumbai for merely adding my name along with my wife and son. I have climbed the three floors of your building in Vashi several times in a day and waited for hours for this purpose and the harassment will not be put up with any longer.
My son and wife can testify in person, next December that there is no encumbrance in the said property. Meanwhile I wish to inspect the file against any wrong-doing, and direct the people responsible for their negligence to trace file and notify me on the following numbers.
I request you to take immediate action on this matter failing which I will surely enough take this matter further.
