Complaint Details
This is regarding my Application of Enrollment into the Electoral Roll for Assembly Constituency -Dwarka (Gen) 33, Polling No - 32 for Voter ID Card No. RBI2463361.
I am a resident of Dabri Extension East, New Delhi and have applied for my Voter ID in the month of March 2013 via Online Registration System (ERMS Portal) on http://ceodelhi.gov.in. The Form 6 Application No. is 2463361.
With reference to my Online Voter Registration, I received a phone call from Mr. Sushil Kumar (BLO) after one and a half month (1.5 month) of the procedure. He took signatures on the Online Form and advised me to go to the VREC (Voter Center) Assembly Constituency Dwarka -33 after about 20 days and get the Voter ID Card from there itself. He also told that I will be able to see the status of my Application Online on http://ceodelhi.gov.in.
After about 15 days, I logged in to http://ceodelhi.gov.in to check the Status of my Form 6 Application and it was showing “Approvedâ€. However I noticed that my "MIDDLE NAME WAS DROPPED" while making entries into the Database. I was extremely disappointed at this because I knew that I have filled the Form 6 correctly and it was an Official Fault. By the time, they have already wasted 2 months and have made a possibility of wasting another month by making the “Name Entry Errorâ€.
Eventually I downloaded Form 8 from the website and filled it manually this time and reached out to Mr. Sushil Kumar (BLO) for help. He suggested going to the VREC (Voter Center) with Form 8 and all supporting documents on my own and getting it done there itself. Simultaneously I reached the VREC (Voter Center) and met a few officials including with Mr. Puran Singh (AERO) for the same. The VREC Officials including Mr. Puran Singh(AERO) were neither communicating with the common public nor following the model code of conduct. They were very rudely denying meeting common people in the office. They are even not collecting any Forms or documents at all. When I asked for the reason, I was told that “All other days other than THURSDAY are Non-Public Transaction Day for usâ€.
As per Dwarka (Gen) 33 - VREC (Voter Centre) ONLY “THURSDAY†IS A PUBLIC TRANSACTION DAY FOR VREC. All public are supposed to come to VREC only on Thursday for their work and to meet the officials. Rest of the weekdays is almost like a Public Holiday for them. Hence I stopped going to the VREC every Thursday and coming back empty-handed. I filled Form 8 Online and kept waiting for the “Form 8 Approvalâ€. On May 31, 2013, I checked online and found Form 8 in “Approved Status†with Form 8 Application ID. 683729, Serial No. 1633 and Part No 32.
Hence I went to the VREC on the following Thursday June 6, 2013 to collect my Voter ID Card. This time I wanted to meet Mr. Puran Singh (AERO) directly as I didn’t want to wait anymore for my Voter ID Card. It has already exceeded 3 months in the process and I have a lot of working pending for the issue of my Voter ID Card. Adding to my surprise I found that Mr. Puran Singh (AERO) was not in the Office.
In the VREC Office there was no one other than a clerk whom I could talk to. The VREC Clerk didn’t even listen to me and straightaway told me to come after July 5, 2013 to collect my Voter ID Card. When I asked for the reason, he didn’t give a reply. I was left helpless. I made several requests to the person to try checking my Voter ID Card and generate it. But the person rudely asked me to leave him alone and said that there is nothing he could do for me before July 5, 2013.
This is an alarming situation at our VREC which I would like you to address on an urgent basis. Officials in our VREC have an extreme ‘Late Back Attitude’ and keep postponing their work as much as possible. This is a kind of disappointment as well as harassment to the common public to keep following up every week at the VREC Office and come up with no positive results.
As you can understand the necessity of the Voter ID Card for a common man at every step as a Citizen of India, I urge to make a complaint against the VREC (Voter Centre) Assembly Constituency Dwarka -33 for working inefficiently during working hours. I would like you to make an Inspection on the work accuracy, timeliness and efficiency out there and keep a constant check on the work pending with them by providing respective deadlines. This should certainly decrease the amount of harassment and annoyance that the common people face to get their work done at the VREC office.
I hereby make an appeal to the Election Commission Official Team take proper steps against this kind of issues so that such instances to not get a chance to repeat again. It is only for this kind of a bunch of VREC Employees who make a bad impression of Government bodies in the minds of common people.
I hope you understand the core practicality of the situation and will certainly make your best efforts of resolution by taking necessary steps on the complaint.
