Dear Sir,

I had taken an education loan from SBI, RACPC, Jamshedpur in 2010 for INR10 lacs. After I heard about this Education Loan Subsidy scheme, I approached bank in Oct 2012. I was told that I am eligible and need to immediately visit them and submit all my documents by 31st Oct or wait for next time when the portal opens. I was traveling and I was required to submit EWS certificate issued by Tehsildaar. This would have taken at least a week. So, I decided to wait and asked SBI Officer to let me know whenever the portal opens again. I approached bank again in Jan 2013, they kept insisting to wait for portal to open and keep visiting them. Frustrated with their standard reply I asked them to take my documents and submit it whenever portal opens. This SBI did accept my documents, but insisted I kept visiting them.

Later in July'13, I again came to know about a bank circular that had sought application under this ELIS scheme. I approached bank to enquire if they have submitted my docs. The bank said that it has forwarded my documents to the nodal bank, Canara Bank and has no further information. On approaching again I was told that they can only take up claims for FY13. Earlier loans are not eligible now and I will have to wait till they get new advisory.

On enquiring from several other sources I came to know following:
1. The scheme is known as Education Loan Interest Subsidy scheme (ELIS)
2. The Scheme is effective from 01/04/2009
3. In Nov’12 there was request by nodal agency for Pending Lodgement of Pending Claims for the years 2009-10, 2010-11 & 22011-12.
4. The recent request from Nodal Agency is for Lodgement of Claims for the year 2012-2013 only.

I was never updated about above points by SBI-Jamshedpur. Nov’13 they could have asked me to submit my documents and could have processed my application.

So, I have still not got any subsidy. SBI says their portal is closed so they can’t help regarding the status. Please help as I feel that this was sheer negligence on part of SBI employee that has landed me in this situation. They are not even ready to make a request to Nodal Agency or HRD Ministry seeking reopening of window to take Claims from earlier years FY10, FY11, FY12. Please find my details below:
